“It is time for that to change. I am today announcing that I will create the EXTERNAL REVENUE SERVICE to collect our Tariffs, Duties, and all Revenue that come from Foreign sources.”
For the first half of US history, the federal government was mostly funded by tariffs. It can work.
I believe we would need a complete reworking of how the federal government collects taxes. Eliminate the income and payroll taxes. Everyone would have their full paycheck but all imported goods would be more expensive. I would take that deal without hesitation.

I'm going to have to research this new agency some. Interested to know more about what and who will get taxed. Will previous trade agreements still be in effect? Will NATO nations (the one who do pay their fair share) get special treatment? Will this apply to all importing nations?

As of now, it is just a proposal. Though so was the new military creation, the "Space Force". I would think all trade agreements are on the table for fairness. Many countries will not even allow our products so be sold next to theirs. Including most of the NATO countries.
