This is making some headlines: https://thelibertydaily.com...ut-entire-workforce/

But this was more or less the exact same thing we did under the Contract for America with President Clinton.


Just in case you guys are bored and want to know how this normally goes, it starts off with:

- Hiring Freeze
- Cancelling CJOs - Rescinding Conditional Job Offers
- Cancelling FJOs - Rescinding Final Job Offers for people who have already gone through the clearance process and are ready to start
- “Forced Retirement” – Employees who are already retirement-eligible, are asked to retire within the next 365 days.
- “Early Outs” – Where people who are nearing retirement age, are given a “financial bridge” to their actual retirement date, by leaving early.
- “Buy Outs” – Where current (non-near retirement eligible employees) are given a financial incentive to leave Federal employment
- Enacting RIFs – Where the organization enacts a Reduction In Force policy.


We are already at Buy-Outs, which means all the others have already taken effect and are in process. The last one is kind of brutal. Under Bill Clinton, they were nervous about singling anyone out, so they had a RIF lottery where your name would more or less be picked out of a hat, and you’d be let go. This was kind of shitty because it wasn’t based on merit, but could have resulted in people of Einstein caliber being eliminated by lottery. I’m hoping that (as unfortunate as it may be for people), that Trump eliminates the people with lower performance or assessment scores first, before going through the process. I also hope they don’t do a “last in, first out” approach, which is what unions do… and you lose a lot of good young people... though, in this case, that might be the approach to take since the NSA and CIA were actively hiring communists.

While entirely in the dark about how this is to be paid for, my first thought is that Congress needs to pass a bill for the funds required to actually do "early outs". Would seem to be a pretty expensive program. That's not to suggest it doesn't need to be done. Although, I assume money can be moved around to accomplish this. The lottery style is pretty damn stupid.

My understanding is that when Bill Clinton did this, they didn't have to go through congress for the RIF... this was predicated on the fact that their personnel and O&M budget had been slashed, and this was one of the mechanisms that OPM had available to sever these employees. It's a different pot of money that goes instead to a different obligation, and off the actual agency's budget.

That would be the lottery system that they implemented under the Clinton administration. Several of my friends are considering taking the early out, but they won't be targetted because they have excellent employee records that are based in merit.

The oil drilling rig companies start with a drug test.

With a Reduction In Force action, they lay off the employees with the least merit of employment. Who will get workman's unemployment compensation. I don't think Federal employees are eligible for workman's unemployment compensation.

Too bad federal employees are not drug tested including the three branches of government leaders.

Federal employees are... but it was super rare. I think I was drug tested maybe twice in the almost 11 years I worked at the agency, including before you get hired. They have their own drug testing center... one of which was a TSgt standing behind me in a stall while I peed into a cup in the bathroom... haha. The drug tests were all when I was in the DC metro area. Once I started moving to sites, they never bothered to drug test me.

I suspect though, it might have been because I'd just come from Miami. I was never in the military, but the Air Force guys gave me a callsign, "Cocaine Todd" ... because I had a lot of energy and wore really flowery shirts from South Florida, with one too many buttons undone. I might have given off a vibe. I've never used illegal drugs in my life though.

Congress makes the laws, and the Courts interpret the laws.
The Congress apportions money, the Administrative branch spends it.

I was thinking to myself how rich and absurdly ironic it is for her to be saying that. She literally gets her money from the taxpayer, and she doesn't pay **** .
