Well, yes and no.
It's called a
clutch safety switch on manual transmission equipped cars.

Not sure what the safety switch has to do with "switching gears"? Your issue is simply starting the engine,
not disengaging the clutch, right? In other words, when you turn the ignition key to Start, often
nothing happens until you "push the (clutch) pedal through the floor board"? If so, yes, it's a simple adjustment of the clutch safety switch.
