Note that
any vacuum leaks can cause high idle. Messing w/ TBI and have a vac leak will give you big headaches.

Vac LeaksThe tool just seals the air bypass and is reusable. Try Google gm or Kent-Moore J-33047 for pictures. I think is "close cell" foam or silicon.
You could make anything to seal that hole. make sure you don't damage the TBI or get parts left behind and plugged the passage or bind up the IAC.
Again, You don't need to fool w/ this most cases because Driving will reset the IAC.
You often don't need to bother even changing TBI between engines or rebuild the TBI. (Because Many don't remove the throttle butterfly during rebuild.)
You can try jumping ALDL as said above but GM and others say nothing to reset 300 and 220 (uses 2 injectors for V8) this way. I have several FSM, Alldata, and others and found nothing said to reset IAC by jumping the ALDL. Is possible but official docs doesn't seem to have this.
(Related data... GM etc Books said 700 TBI does reset IAC w/o driving when ECM see throttle over ~2000rpm for xx seconds. You can see this happen on ECM scan tools.)
