Speedo board have 3 functions...
1 drive the speedo meter itself
2 drive 2 stepper motors for odo and trip
3 divides speed "data" for cruise and ECM.
Your problems is #2.
The board or oddo motor might be bad.
The counter might be bad.
"Easy" way to look...
You have to pull the gauge front trim and "glass" and have a camera to watch the odo when you drive.
Note: If you replace a speedo and odo doesn't match actual miles or keep w/o fixing can cause legal problems.
Many states can/will fail inspections for oddo problems.
To sell a car you must state odo numbers don't match etc on most titles. That will cause very low value to sell too.
So if swapped and counter is ok then move odo counter to swap speedo.
