You're making it way harder than it needs to be.
As I recall... Copy the " EGR Off" Fueling and Timing tables into the "EGR on" fields. The differences will be at part throttle, but it doesn't matter if you copy the whole table.
Set the EGR enable temp to some ridiculous temp. (I think the top of the scale is 300C, but it's from memory, so I could be wrong.) Regardless, if it ever gets hot enough to turn on EGR, you've got lots of other stuff to worry about.
Disable the Code 32 diagnostic flag.
I run this identical configuration in my car. Offroad only, of course.
