That's under the Fuel Pressure regulator, right? Looking up from the bottom with the neck removed?
I remember that too... it's normal, but it looks weird as hell, I don't even really understand the point of it, because there's even a gasket that's supposed to go in there too. When you buy the rebuild kit, it comes with a foam ring that's supposed to go right between there and the lower part of the housing... which does literally nothing. Actually, I just figured it out, it's meant to be a filter because air would otherwise escape through there, rather than the air cleaner. Makes sense.
If you're not opening it up and modifying it, then it's perfectly OK. Have you considered rebuilding the whole TBI unit?

BUT... super sneaky... the 1984 Chevrolet Corvette came with TWO of these throttle bodies running in tandem on the Cross-Fire Injection 350 V8. They sell the ENTIRE kit... rebuild kit with all the gaskets, PLUS... the fuel pressure regulator kit... TIMES TWO OF EVERYTHING... for $51 bucks:
