Probably parked/stored on grass, blacktop or very damp concrete floor.

My 2005 Dodge Magnum Wagon, although nowhere near as bad, looks pretty crappy on the underside and it only saw 2 winters. For about the first 5 years I owned it, it sat outside on blacktop. Like that Fiero, any welds, thin paint or exposed metal looks horrible.
