You'll note that in the racism example, the person saying blacks are less intelligent may or may not have ill will towards blacks. They may just believe it's a true fact, like the Sun rising in the East. The attitude isn't necessarily motivated by hatred, although it frequently is.
It would also be racist to say that a particular "race" is genetically smarter. For example I have actually heard from time to time that "Asians" are smartest.
But generally if a "white" American said something like that it wouldnt generate much attention, it would be seen as a compliment to another "race". (There might be an issue because of the grouping of people in to "Asians", but thats kind of beside my point.)

Man if those are the kind of girls 22s attract, Im glad Im not successful or use them myself. Those are a couple of the skankiest scum whores Ive seen. But then stereotypically speaking...those are just the kinds of girls a lot of black guys seem to be with (from personal observations). One time, I went with some of the dancers I know to check out strip clubs looking for some new recruits. We went in one in that part of town and all the girls (loosely term) look like that or worse and the guys there were drooling over them. We ordered drinks, but by the second girl (hoping the first was a fluke) came out we got up and left leaving the drinks on the table.
