That's the other. It was obviously a scam since I don't even have a BOA account, but when I saw the IP address I literally LOL'd.

The highest number you'll ever seen in an IP octet is 255. (Actually 254 in an address.)

Our local airport uses IP addresses in the 800.10.1/04 range for runways 45 and 72.

Tell me more if you can.
I suspect that this may me a completely different thing from IP and may be proprietary. Was maybe going to work for a lighting company that used something different inside the adjustable lighting system.

I don't get the "runways 45 and 72" since runways are numbered 01 to 36. No such thang as runway 45. But I'm clueless on IP addresses.
