I have two takeaways from that report in the Express Tribune of Pakistan:
  1. Pakistan has influential Muslim clerics who assert that civil legislation to ban arranged marriages for girls as young as 6 is "un-Islamic".
  2. There are other segments of Pakistani society that want to end the practice of arranged marriages for girls and young teenaged women.

Those were my takeaways as well. The implication is that, in order to become an influential leader, one must have influenced followers that are assumed to be in agreement, or views don't bother them enough to follow someone else and/or go through whatever process is necessary to remove said leader from the leadership position. I don't know anything about the internal workings of such matters to say what the answer is, or how many people are necessary to constitute a leader.
