Saw it pop up after my last shutdown and it's seemingly bad news bears since it snoops/listens in on the stuff I do. For obvious reason I'd like it gone, but programs and features pulls nothing up, and doing a cursory search in program files has pulled up neither.

My OS is Windows 8.1, and I use Webroot for security. Should I download MBAM for a scan, just to be sure?

get Process Explorer

run it from the desktop.
if you have 64bit OS then run 64bit program. Otherwise 64bit won't run.

Should show more info like who made it.
Right Click then Properties should show directory lives in.
Why? if bundled w/ other software may give a clue.

try use Find to find faster... rtc or pnp should pop up w/ a short list

Btw, isn't process explorer like a task manager 2.0 or is it a entirely different can of worms?

Sort of.
PE is mostly built into TM in current Win10 but PE is still better and been around a long time. (how old? started ~2000 and old versions supported nt4 and win95)

YES, dl malware-bytes.

Always run mbam if any question of malware.

I have seen many virues get by scanners but mbam will pick them up, first go to add/remove programs or what ever they call it now (program and features) and see if you can remove anything, then scan to remove leftovers.
After that install spy-bot and run immunize, it will help a bit to stop future infections, (and pop-ups) though you really don't need it running in the background, just FYI

The immunize just adds bad websites to the host file, but it does kill them dead. I used that then added my own list I hardly get ads anymore. Better than a pop-up blocker as they wait for the pop-ups and then try to kill them, the host file makes them never happen.

Might try opening add/remove programs, and look for anything that has a date of the last few days/weeks.. That can be a sign..

As to the topic...
Seem from web searches doesn't trip most anti virus/malware programs and isn't new either.

Most times,
Listeners are used w/ servers to store whatever and/or Devices like Web Cam's etc.
PnP is standard short name for Plug and Play devices.

Some think is a plugin for Skype etc to attach web cam's automatically.
Very hard to find data because search are full of crap info and made up names for the program.

If is legit software:
Stop then Disable in ControlPanel/AdminTools/Service. May not show up here. (Start Stop and Disable a service often doesn't need a reboot)
Disable in MSconfig Start tab. If isn't a service then should here. (You can disable a service here but I don't because need to reboot.)
Try uninstall in control panel.

Disable a program first is easier trying to fix a problem. If, more likely when, you break other programs then you have easy undo button.
If you break other programs then you likely now know what install it.

mbam and others doesn't work in this case from most posted on many other sites.

But Might find other malware causing the video listener to have problems.

Careful: Big Host files can cause other problems. Host (and related lmhost) was never made to be use as host blocking tool for hundreds to thousands of sites.
Host loads up local DNS cache and big host can slow all DNS resolution because DNS cache is completely full all the time w/ host file data.
Host and lmhost was made for small net's w/o DNS and LanMan(WINS) services. (In fact Host file predate DNS.)
