Mobile surveillance units are something that we use on our various sites throughout California. We don't have the blue lights but we have talkdown capability to warn the suspect as well as the fixed and PTZ cameras. I assume Home Depot is getting tired of the crimes.
There are a "3rd Party" that leases the things to HD Wmart etc. search Lot Cop
In fact many W-mart have Remove all or most of their own cameras look over the parking areas.

I have one at a HD here. I did not know it had a camera. It is too big for just a camera and blue flashing light. I can not imagine how it records all three entry / exit doors, or all of the parking lot.
I got this image off of Google maps, but it is at the Lowe's in Glendale where I shop. I have seen it many times, but never really knew what it was for.
I saw something similar at a music festival in downtown Phoenix a few years ago. It made a convenient table for the lunch we bought at the food truck.
One I've seen a Wmart is yellow instant of white. LotCop setup don't record as default. It/They stream/remote several cameras to the back office by Cell data.
If any watch Virtual Rail, is likely same setup but that uses local power @ many or all sites.
We have those at a construction site here in Port Charlotte Fl, The Sun Seeker resort. I think they use them to deter theft, they are flashing blue lights. Not sure if they will still have them after the project is completed.
Every parking lot has a bunch of those around here. Those have been around for awhile now. Dunno if they do anything, I think a lot of people dont know what they are.
they're all over connecticut lowes. i noticed they came around covid, they were making announcements like stay 6 feet away, wash your hands, etc etc. it was really orwellian. maybe it was funded with govt/corona $$. more pork.
i see no benefit other than maybe if i got vandalized, i could go to the tape. etc.
now they just broadcast deals and announcements for the day.
You don't have to have an expensive recording system to get benefits from security cameras. In fact they do not have to record anything at all. All they need is a red light on them so that people will see them and think that they are recording.

Sometimes that works... Many Don't care when a crime is recorded on many cameras.
Many "shoplifters" don't care when stores have cameras either. Walk in, load a cart or several then walk out. Many stores don't stop them too because a lot of "shoplifters" will shoot or otherwise kill you getting in their way.
Over in Otsego County they have a Lowes, Home Cesspool, and a Wally World. I haven't seen anything in those places. Same with the Tractor Supply stores here. All the garden stuff (mulch, soil, fencing, outdoor equipment, ect ) at all those stores is outside. I have started loading mulch off a pallet while my wife has gone inside to pay and if an attendant sees me, I tell them how many and they help me load it. So, I guess theft hasn't been a problem.
